Pre-verification of legal right to enter New Zealand before booking a room

The Government has decided that all travellers must have the legal right to enter New Zealand before booking a room in MIQ. This means there has been a significant change to the process for booking an MIQ room. All passengers will now need to have their travel documents verified before you can book.

All travellers must have the legal right to enter New Zealand before they book a Managed Isolation and Quarantine (MIQ) room. Our verification process uses data from Immigration New Zealand (INZ) and Department of Internal Affairs (DIA) to confirm whether someone currently has the legal right to enter New Zealand.

We are aware that a small percentage of passengers with valid New Zealand visas may not be able to be verified on the Managed Isolation Allocation System (MIAS). If the data the traveller enters into the MIQ booking system does not match the INZ data then the traveller cannot be verified and will not be able to participate in room releases. 

We are aware that 187 people who have the legal right to enter NZ cannot currently be verified by the system but there could be others impacted by data accuracy issues.

A manual verification feature is being enabled for people who have the current legal right to enter NZ. We are confident this will be in place before the next room release, and the small percentage of people who contacted us will be able to participate in that release.

We encourage anyone wanting to participate in a lobby release to ensure you have completed your registration and verification well ahead of time, so that any issues matching your details can be resolved.

How the process has changed

Previously, anyone could register in the Managed Isolation Allocation System, participate in a room release and book an MIQ room. The verification of a traveller’s eligibility to enter New Zealand, including verifying passports and visas, was completed after someone secured a voucher.

The new process means that:

  • you will no longer be able to book an MIQ room if you are not eligible to enter New Zealand at the time of participating in a room release. If you require a visa to travel to New Zealand, you will have to have your visa before you can book a room.
  • verification of travel documents will now happen as part of the registration process in the Managed Isolation Allocation System. If your travel documents are not verified, you will not be able to book a room.

The new process for booking a room applies to people who already have an account in the system (but have not already got a room) and new registrations. If you already have an account, read the instructions below.

The process will match your passport details to information held by the Department of Internal Affairs (for New Zealand Citizens) and Immigration New Zealand (for non-New Zealand Citizens).

What this means for you

Get verified now! If you want to book an MIQ room, make sure you have the legal right to enter New Zealand. You will need to have your travel documents (e.g. your passport and/or visa) verified now, before you participate in a room release.

Be prepared well before a room release

You should have your registration and verification completed well in advance of participating in a room release.

The verification of passenger details should only take a couple of minutes, however if there is an issue with your details and you cannot be verified, you will not be able to book a room. This is why it is important to complete this step well in advance of a room release – give yourself plenty of time in case there are delays.

If you have applied for a visa

If you have applied for a visa, but it has not yet been granted, you will not be able to be verified. This is because the verification process uses information from Immigration New Zealand to confirm your right to enter New Zealand.

Unfortunately, this means you will not be able to book a room until your visa has been granted.

If you are travelling as a family with different visas

Each passenger’s details are verified for an exact match against their passport. Non-New Zealand Citizens are verified to ensure they have a valid visa – it does not matter what type of visa. Note: some visas may be active but ineligible for travel due to restricted border settings. Check Immigration New Zealand’s website for more information.

If you are travelling with babies or infants without a passport

  • Create an account in the Managed Isolation Allocation System and add the passengers who hold a valid passport.
  • Verify those passengers.
  • Participate in a room release and secure a room. Add your flight details.
  • Once the baby has been born or child has received their passport, you will need to re-register (create a new account) including the infant. If you have already secured a room, you do not need to participate in another room release.
  • Email flightchanges@miq.govt.nz with the following information: passenger names; copy of your voucher; and baby details (Name, Date of Birth, and passport number)
  • Your current voucher details (arrival date and flight) will be added to your new registration.  The original vouchers will be deleted. 

The new process to book a room – step by step

  1. Create an account in the Managed Isolation Allocation System (allocation.miq.govt.nz). If you are travelling alone, complete an Individual Registration. If you are travelling as a couple or group, complete a Family Registration. If you already have an account, log in and go to Step 1 – Add and verify passenger(s).
  2. Add all your passengers and complete the details for each person in Step 1 – Add and verify passenger(s). It is critical that these details are correct and match exactly to the person’s passport. If they are incorrect, you will not be able to be verified and you will not be able to book an MIQ room.
  3. Check the ‘Status’ of each passenger. Make sure each passenger says ‘ready to verify’ and has a green tick. If 1 or more passengers says ‘incomplete’, you will not be able to proceed to verification. Please complete their details to continue.
  4. After you have added all your passengers and all their details are complete, click the “Start Verification Process” button. You will then see a yellow box which asks you to confirm the information you entered is correct. It is critical that these details are correct and match exactly to the person’s passport. Once the verification process starts, you will not be able to change any details. The verification process should only take a couple of minutes. You will be notified on screen when the process is complete.
  5. If all your passengers have been successfully verified, you can proceed to book a room in a room release.
  6. If 1 or more passengers cannot be verified, you will get an error message. Check all your details against your passport, correct any mistakes and re-start the verification process again. All passengers need to be verified before you can book a room.

If 1 or more passengers cannot be verified

If 1 or more passengers cannot be verified, check:

  • All your details are correct and match exactly to your passport. This includes your first name, last name, date of birth, passport number, passport expiry date, passport issuing country, and nationality.
  • You have selected the correct description of your current legal right to travel to New Zealand – i.e. New Zealand Citizen, New Zealand born, New Zealand residence class visa holder etc.
  • You have not entered zeros where there should be ‘O’s, or the other way round
  • You have not entered extra spaces before or after characters
  • You have included spaces where there should be some
  • Your passport and/or visa is not expired
  • You have a valid passport and/or visa for travel if you are not a New Zealand Citizen. Note: some visas may be active but ineligible for travel due to restricted border settings. Check Immigration New Zealand’s website for more information:

Note: Due to privacy reasons, we may ask you to verify your passenger details or verify that you are the account holder when you call.

If 1 or more passenger is not eligible to enter New Zealand

If 1 or more passenger is not eligible to enter New Zealand, it means that they do not currently have a valid visa. Contact Immigration New Zealand for more information on how to apply for a visa or check the status of a visa application.

If you are travelling as a group or a couple, you will not be able to book a room if this passenger remains in your booking.

If you would like to continue to book a room, you can remove that passenger. IMPORTANT NOTE: You cannot add passengers to your booking once you have secured a room, unless they are an infant. This means if you remove this passenger and then secure a room, they will not be able to travel with you.

Changing passenger details after verification

If you need to change passenger details after they have been verified, including names and passport numbers, you can edit their details but you will have to re-verify them. IMPORTANT NOTE: You are not able to change their details after a room booking has been made.

Adding passengers after verification

If you need to add a new passenger after other passengers have already been verified, you can add them and start the verification process for them.

All passengers need to be verified before booking a room.

If you already have an MIQ voucher

This does not affect people who already have an MIQ voucher. The verification of travel documents will still happen – this will happen under the old process.
