Group allocations

The group allocation process for MIQ was established in February 2021. All group allocations are decided by the Border Exception Ministerial Group, which is led by the Minister of Immigration, and implemented by MIQ.

Border Exception Ministerial Group

The Border Exception Ministerial Group makes decisions on group allocations in blocks of a few months at a time.

The number of rooms allowed for groups is generally between 350 and 500 rooms per fortnight, depending on Government priorities, with any unused rooms released back into the general pool. Our operational capacity is around 4,500 rooms per fortnight. Actual rooms in use vary, depending on a range of factors such as maintenance and remediation work, cohorting, unexpected events such as the need to support people arriving from Afghanistan, QFT contingency and our role in the current community outbreak.

Criteria

To be eligible, the group must:

  • have a sponsoring Government agency
  • need more than 20 rooms
  • have a time-sensitive entry OR the reason they need to leave New Zealand must be time-sensitive and they need certainty of return before departing
  • need to enter as a single unit OR there is no reasonable alternative pathway for them
  • be a Government priority.

To be considered a Government priority, groups must meet one of the following criteria.

  • National interest:
    • The returnees are usually based in New Zealand and are returning from representing New Zealand at an international event or activity of national interest; or
    • The persons who are visiting New Zealand are essential to holding an event or activity considered to be in the national interest.
  • Economic impact:
    • The group is travelling to support delivery of a major investment (>$100m) and/or a priority in the Government Major Events portfolio;
    • The purpose for which the group is travelling is expected to generate significant economic or employment activity.
  • National security or obligations under international law or international relations:
    • The purpose for which the group is travelling is considered essential for New Zealand’s national security or New Zealand has obligations under international law or international relations.

How to apply

If you believe that you are eligible to apply for a group allocation, please contact your relevant sponsoring Government agency, who will submit the application for your group. MIQ does not take applications from the general public or from businesses for this allocation.

Note: groups that require significant additional services in MIQ, such as sports teams requiring off-site training arrangements, are charged additional fees to cover these costs. 

Group allocation decisions

In February 2021, the Border Exception Ministerial Group became responsible for group allocations. The group has made decisions in packages, the first package covered groups arriving between June and October 2021, while the second package covered groups arriving between November 2021 and March 2022.
